Mr Law Cheong Yan
Chief Financial Officer
Mr Law Cheong Yan joined the Group as Chief Financial Officer in August 2013. In his current role, he leads the Group in a multitude of functions comprising financial and management accounting, taxation, treasury, as well as investor relations. Prior to joining Chip Eng Seng, Mr Law spent more than nine years in China and the US managing the businesses of several Singapore companies’ overseas subsidiaries. Mr Law was also the Group’s Financial Controller for the period from June 1999 to February 2004, and an auditor with an international accounting firm from September 1995 to June 1999. Mr Law holds a Bachelor of Accountancy (Hons) degree from Nanyang Technological University. He is also a member of ISCA and CPA Australia.
Mr Teo Tiong Yong
Executive Director and Chief Operating Officer, Construction Division
Mr Teo joined the Group in July 2021. In his current role as Executive Director and Chief Operating Officer of the Group’s construction division, he oversees the operations of the Group’s construction business and drives synergy and efficiency across the business segments within the construction division.
Mr Teo has more than 25 years of experience in the construction industry. He started his career with Sembcorp Engineers and Constructors Pte Ltd in 1992. During his 13-year stint with Sembcorp, he was involved in the design and construction of buildings, factories, army camps and underground structures including MINDEF’s Underground Ammunition Facility Caverns, PUB’s Deep Tunnel Sewerage System Contract T05 project and Changi Airport Terminal 2 Expansion. Mr Teo joined JTC Corporation in 2006 and in his 15 -year tenure with JTC, he had taken on various leadership portfolios in project management, where he led the development of both industrial land and space solutions which included the development of specialised industrial buildings, marine infrastructure and underground developments, including JTC’s Jurong Rock Caverns (JRC) project. In JTC, he was also responsible for the provision of project management services to the government agencies without in-house or with limited capabilities to undertake building & infrastructure projects.
Mr Teo holds an Honours Degree in Civil Engineering and a Master of Science (Civil Engineering) from the National University of Singapore. He is also a Registered Professional Engineer with the Professional Engineers Board.
Mr Yeo Siang Thong
Managing Director of Building Construction Division
Mr Yeo joined the Group in August 2017 as Managing Director of the Group’s construction division. His responsibilities include business development and operations of the construction division. To date, Mr Yeo has more than 25 years of experience in the construction industry. He helmed the Group’s construction division in the capacities as its General Manager from July 1998 to January 2007 and Managing Director from March 2008 to July 2014. In addition, Mr Yeo was also the executive director of CES from September 1999 to August 2006. Outside CES, Mr Yeo had served as Vice President of Sembawang Engineers & Constructors Pte Ltd and had held senior managerial positions in HDB and JTC International Pte Ltd. Mr Yeo holds an Honours Degree in Civil Engineering and a Master of Science (Civil Engineering) from National University of Singapore. He is also a Registered Professional Engineer with the Professional Engineers Board.
Mr Liew Choong San
Managing Director of Civil Infrastructure Division
Mr Liew Choong San joined the Group in December 2019 as Managing Director of the Group’s Civil Infrastructures Division. His responsibilities include business development and operations of the division.
Mr Liew has more than 30 years of experience in design, construction management/supervision and project management of various infrastructure, industrial, airport, high-rise buildings and large-scale integrated mixed-use development projects.
Mr Liew started his career with RSP Architects Planners & Engineers in 1987. Subsequently he held various senior managerial positions in Sembawang Engineers and Constructors and AECOM Singapore. He was the Vice-President (Projects) of Sembcorp Design and Construction Pte Ltd (SDC), prior to the acquisition of SDC by Chip Eng Seng Group.
Mr Liew has in depth involvement and experience in handling wide range of projects including Changi Airport Terminal 4, Marina Bay Cruise Centre, Resort World at Sentosa, Deep Tunnel Sewerage System – Contract T05 Kanji Tunnel, CIBA Vision Manufacturing Plants in Singapore and Malaysia, Light Rail Transit (LRT) System at Punggol & Sengkang New Town, Military Camp at Pulau Tekong, Public Bank HQ in Kuala Lumpur and Wheellock Place.
Mr Liew graduated with Bachelor of Engineering (Civil) First Class Honours from National University of Singapore. He is a registered Professional Engineer with Professional Engineer Board Singapore.
Mr Michael Ng
Executive Director of CEL Development Pte Ltd
Mr Michael Ng joined the Group in January 2017. He is responsible for the Group’s Property Development and Investment Divisions.
Prior to joining Chip Eng Seng, Mr Ng was Group General Manager of United Industrial Corporation Limited and Singapore Land Limited where he managed the diversified real estate investments and developments of the group in Singapore, China and UK.
He was Managing Director of Savills Singapore from 2005 to 2010, where he spearheaded a turnaround of its operations. Mr Ng was Managing Director of UK owned Hamptons International in Singapore from 2001. He subsequently led a management buyout of the Singapore office and expanded the business successfully before selling the operations to Savills Singapore in December 2004. He was also a founding shareholder of Huttons Real Estate in 2002. From 1995 to 2001, Mr Ng headed the property arm of COSCO Singapore, a China state-owned maritime group, handling its real estate development, investments, acquisitions, project management and asset management. Some of the projects included commercial, retail and residential developments and investments in Singapore, other parts of Southeast Asia and China. The early part of his career was with Richard Ellis (now known as CBRE) from 1988 to 2004 where he honed his acumen in asset management, real estate investment advisory and marketing.
He was a panel member of the Strata Titles Boards, under the Ministry of Law from 1999 to 2008. Mr Ng holds Bachelor of Science (Hons) degree in Estate Management from the National University of Singapore and has been in the real estate industry for over 30 years.
Ms Lim Sock Joo
Executive Director of CEL Development Pte Ltd
Ms Lim is the Executive Director of the Group’s property development and hospitality divisions. Her responsibilities include the day-to-day management of the divisions’ operations as well as their sales and marketing needs.
In 1993, Ms Lim first joined the construction division as an administrative and finance executive responsible for accounting, administration and human resource matters. In June 2006, her role was enlarged to include the sales and marketing of the property development division following her appointment as Director of the division until June 2012. Ms Lim holds a Bachelor Degree in Business (Accounting) from the Curtin University of Technology, Australia.
